Chapter 43
The Obama moratorium included no exemption for pre-funded studies, and neither NIH nor the P3Co panel ever made any formal review of Baric’s study and certainly did not approve its continuation. In fact, at the outset of the 2014 moratorium, the NIH sent Baric a cease and desist order to shutter his ominous project. NIH’s chieftains presumably overruled the President by green-lighting Baric’s experiment at the height of the moratorium. (pg. 289)
Autism Librarian’s study notes– the current Secretary of HHS here describes how NIH GOF researchers disregarded a President-ordered moratorium for such research -also discussed in previous chapters.
What implications does Robert F. Kennedy Jr. have regarding regarding President Trump’s 2025 executive order for the years 2025-2029 whose precepts require review every 4 years [2], when NIH researchers have a history of overriding Presidential orders as per Robert F. Kennedy Jr’s criticisms that “While the moratorium was a direct order by President Obama, Collins and Fauci lifted it without permission, announcement, explanation, or public debate. (pg. 136)”?
What implications does Robert F. Kennedy Jr. have regarding President Trump’s executive order on gain-of-function research whose precepts require review every 4 years [2], when the current Secretary of HHS also criticizes NIH’s Anthony Fauci in Chapter 42 for misleading Senator Rand Paul by saying increasing transmissibility of an animal virus to humans is not gain-of-function research?

MERS, which emerged from camels, kills thirty-five percent of those who catch it, but it’s not highly transmissible -which explains why it had killed fewer than one thousand people since its first debut in Jordan in 2012. To overcome this deficiency, EcoHealth hoped to support the Chinese project to graft spikes from the most infectious strains of coronaviruses onto MERS. (pg. 293)
Autism Librarian’s study notes– since Trump’s executive order provides little restrictions on GOF research but merely and mostly attempts to command for greater compliance with reporting requirements but in a way that “does not compromise national security or legitimate intellectual property interests of subject institutions” [2] in spite of the current Secretary of HHS having published the detrimental consequences of such research to the Lives of the People of the United States of America, where “national security” definitions as per Trump’s executive order may be regarded by a Person of the United States of America such as myself as undermining the protections provided to the People by the Constitution of the United States of America where a protection such as national-Domestic Tranquility is violated when major bio-incidents such as the Covid-19 “pandemic” occur that result in U.S. Government mandating actions to the People that infringe upon Liberty -mandating travel restrictions or remaining within homes- that infringe upon General Welfare -mandating a Covid vaccine lacking genotoxicity/carcinogenicity safety tests whose health consequences thereof could further infringe upon Liberty via “injury or death” due to genotoxic/carcinogenic consequences of such a vaccine-, is the implication via the context of “The Wuhan Cover-Up” book published by Robert F. Kennedy Jr. prior to his becoming Secretary of HHS that the interests of U.S. Government as concerns GOF research and “biosecurity” -even under the “leadership” of Robert F. Kennedy Jr. and President Trump- are incongruent with protections provided by the Constitution of the United States of America to the People?
