The Thousand Talents Program exploits the intellectual freedom on US campuses, offering outsized financial rewards to incentivize the thousands of Chinese students and medical students who now attend or work at US universities to purloin intellectual property for China. (pg. 177)

Autism Librarian study notes– the author lists significant events, such as the charging of academic espionage and failure by the chairman of Harvard University’s Chemistry Department to disclose his lucrative relationship with the Thousand Talents Program -he had also signed a contract with the Wuhan Institute of Technology.

Robert F. Kennedy Jr. writes:

A comprehensive 2022 investigation by Strider Technologies, a leading consulting firm in protecting intellectual property against cybertheft and espionage, found that China, using complex and extravagant funding schemes, was successfully incentivizing thousands of overseas researchers, academics, and scientists to infiltrate the world’s top research laboratories and then come back to China to support the development of the government’s scientific and research program. (pg. 179)

Autism Librarian study notes– Research question: what is the relevance of the criticism of academic espionage in regards to research that, via the language inserted in the Patriot Act as noted by the current Secretary of HHS, undermines/bypasses/”nullifies” the USA’s agreement to the Geneva Protocol/BWC international treaties?

In other words, if bioweapons research has continued in spite of the USA’s ratification of the Geneva Protocol/BWC international treaties, can there be true culpability for international “academic espionage” for bioweapons research that shouldn’t be conducted by the USA in the first place?

Chapter 31

Recall the infamous 2011 experiments by Fouchier and Kawaoka to make the deadly H5N1 bird flue easily transmissible among ferrets. NIAID’s funding of those reckless experiments triggered the historic rebellion at NSAAB. Recall, further, that after quashing the NSABB uprising, Drs. Fauci and Collins fought successfully to allow Fouchier and Kawaoka to publish their blueprints for H5N1 bioweapons in Nature and Science during the spring of 2012. Fouchier himself had warned that publishing his study might give malign actors a blueprint for creating a pandemic bioweapon. A year later, in May 2013, Hualan Chen -who received her training in viral manipulation at US Centers for Disease Control (CDC) in Atlanta- built on the Fouchier and Kawaoka experiments to marry pieces of the 1918 pandemic flu virus with the H5N1 avian flu virus to create a hybridized “chimeric” virus that made the deadly bird flu transmissible to humans. (pg. 183)

Autism Librarian study notes– the context of the chapter criticizes Anthony Fauci for international collaboration with China on bioweapons research, focusing on Emory University; a university half a mile from CDC’s headquarters in Atlanta where Emory professor Walter Orenstein presided over the “Simpsonwood Conference” to “protect HHS’s institutional reputation.”

The failure of HHS/CDC to disclose the link between a factor associated with autism -in this case vaccines- has been a heavy criticism by the current Secretary of HHS of government health agencies for at least 20 years since he published “Deadly Immunity” in 2005, a criticism revisited in this chapter in regards to Walter Orenstein’s relation to Hualan Chen and her gain-of-function research.

Research question- provided the current Secretary of HHS’s criticisms of the Patriot Act in Chapter 16 to bypass the Geneva Protocol/BWC, is the implication that journals such as Nature and Science are complicit accomplices in Fouchier and Kawaoka’s violations to the Geneva Protocol/BWC via the publication of such research?

Is the current Secretary of HHS’s implication that the Center for Disease Control, the agency that is now supposed to be subordinate to his position as the Secretary of HHS, the agency from whom Hualan Chen received her training in viral manipulation, is a complicit accomplice for bioweapons research that violates the Geneva Protocol/BWC via the development of that “chimeric” virus -as per his criticisms in Chapter 16 of the Patriot Act?

Under the current Secretary of HHS, does the CDC still train in ‘viral manipulation’? If so, what implications does the Secretary of HHS have for the citizens of the USA regarding the authority-structure of the USA government and the role of the Secretary of HHS?

Robert F. Kennedy Jr. wrote:

One of the subgrants from Fauci’s subagency to a Chinese government-owned institution explicitly states that the US will only receive the resulting taxpayer-funded research data upon approval by Chinese government authorities. This restriction of American government access to the results of federally funded research is illegal under HHS regulations which, sensibly, require that the public has the rights to the fruit of all US taxpayer-funded studies. Dr. Fauci’s agency seems to bend over backward to defy that law. (pg. 185).

Autism Librarian study notes– under the leadership of the current Secretary of HHS, does the American government have access to the results of federally funded research that Anthony Fauci and his lot has restricted access to?

If not, what implications does the Secretary of HHS have for the citizens of the USA regarding the authority-structure of the USA government and the presiding role of the Secretary of HHS over the NIH, CDC, and FDA that are supposed to be subordinate to that position?
