Francis Boyle points out that there are an estimated thirteen thousand “death scientists” working on bioweapons within the US government and in government-supported university posts. For every one of them, any release of a pandemic superbug is likely to increase their job security, their power, prestige, influence, and status. … In 2001, someone within the US biological weapon program released anthrax, resulting in $5.9 trillion expenditures and passage of the Patriot Act. … Everyone has now seen that pandemics are another way for the military, intelligence, and public health services to expand their budgets and their power. (pg. 256).

Autism Librarian study notes- the current Secretary of HHS’s criticism of “job security” here in regards to gain-of-function research that, while surely maintaining a person’s job and livelihood, can come at the cost of other individuals lives within the greater context of gain-of-function research.

Is the implication by the current Secretary of HHS that the economic security (a.k.a. jobs) of certain individuals within the U.S. Government and/or government-supported universities is not aligned with the interests of the People of the United States of America, where the economic security of a single U.S. Government employee or at a university may result in the loss of Life and Liberty subsequently impacting pursuit of Happiness to the People of the United States of America?

What implications does the current Secretary of HHS have for the People of the United States of America when a U.S. Government employee engages in actions to attempt to increase their job security, power, prestige, influence, and status, yet their actions infringe upon the basis for the establishment of the Constitution of the United States of America for the benefit of the People of the United States of America (e.g., forming a more perfect Union, establishing domestic tranquility, promoting the general Welfare of the People of the United States of America, securing the Blessings of Liberty, etc.)?

How can We the People of the United States of America receive our benefits and protections from our Constitution whose foundations in the Declaration of Independence via declarations of equal and unalienable rights to Life, Liberty, and the pursuit of Happiness are challenged by U.S. Government-military, U.S. Government-intelligence agencies, and his own “subordinate” U.S. Government-health agencies (NIH/FDA/CDC) attempting to or successfully “expanding their budgets and their power” via “any release of a pandemic superbug,” -that while perhaps maintaining an U.S. Government individual’s job security- may result in inequalities between ‘U.S. Government’ and ‘We the People of the United States of America’ via loss of Life, Liberty, and challenges to the pursuit of Happiness by various means, including, but not limited to, ‘injury or death’ upon the People of the United States of America via the development of biological weapons (e.g., biolab accidents, leaks),

How does the current Secretary of HHS address actions (e.g., National Childhood Vaccine Injury Act, Patriot Act, etc.) taken by U.S. Government that have resulted, currently result, or may result in inequalities between ‘U.S. Government’ and ‘We the People of the United States of America,’ where ‘inequality’ may be defined as a “benefit for a U.S. Government employee that resulted, results, or may result in loss for a Person of the United States of America” where ‘loss’ is defined as “Loss of Life, Liberty, or pursuit of Happiness; loss in perfection in our Union as States of the United States of America, loss of Justice, loss of domestic tranquility, loss of general Welfare, and loss of Liberty where Liberty depends upon Life, where ‘death’ is not ‘Life’, and where “benefit for U.S. Government employee” may be defined as “[benefits to] job security, their power, prestige, influence, and status.”

The current Secretary of HHS utilizes/references the term “death scientists” throughout the book, where “death is not Life for the People of the United States of America”; are the People of the United States of America to understand that the interests/benefits U.S. Government employees/government-supported-university-posts conducting bioweapons research do not align with the benefits provided to the People of the United States of America by the Constitution of the United States of America, where benefits such as Life and Justice are supposed to be defended by U.S. Government employees that swore an Oath of Office?
