Robert F. Kennedy Jr. writes:
Then in 2005, some of the bright bulbs from the medical-industrial complex, including NIH and the Armed Forces Institute of Pathology, funded a successful resurrection of the formerly extinct 1918 Spanish influenza virus at Mount Sinai in populous New York City, and at a CDC Laboratory in Atlanta. “This was a virus that had not been present on the planet for decades and had infected at least two-thirds of the global population and killed at least one percent of those infected” … (pg. 121)
Autism Librarian study notes– the current Secretary of HHS references this research as being the period where it was no longer called “dual use” and when HHS itself -the government agency the author became the Secretary of in 2025- began calling it “gain-of-function” because in 2007 researchers at the University of Wisconsin used the “resurrected” 1918 Spanish flu virus to create live, infectious versions and infected macaques, yet the term ‘gain-of-function,’ according to Robert F. Kennedy Jr., hid the military implications of such bioweapons research.
Is the current Secretary of HHS’s implication, then, that the USA government, particularly his own HHS agency, has a history of changing terms/definitions for purposes of conducting research that violated the basic premises of the BWC and the Geneva Protocol; and he also discusses the matter in Chapter 16 where the current Secretary of HHS addresses the insertion of language into the Patriot Act to bypass the ban on bioweapons research/development, blames the Clinton and Bush administrations for their roles in bypassing the BWC and Geneva Protocol similarly to facilitate bioweapons research, and contextually holds bioweapons research accountable for the $8 trillion cost of the USA’s response to 9/11 and anthrax attacks and the subsequent 800,000 deaths?
How would the current Secretary of HHS like the American public regard the USA government, then, in the context of subsequent events such as global lockdowns of the Covid-19 “pandemic,” injuries and/or deaths arising out of vaccines, injuries and/or deaths arising from Covid-19 virus, and other manners of injuries arising out of that global event due to prior significant events he references where the USA’s bioweapons research is the epicenter -already costing more than 800,000 lives due to the USA’s response to 9/11 and anthrax attacks, and where the anthrax attacks he references in Chapter 16 as being tied to the FBI and Pentagon?

Later that year, Dr. Fauci used an outbreak of Middle East respiratory syndrome (MERS) in Egypt and Saudi Arabia to justify the escalation of NIAID grants for gain-of-function research. From his lab at the University of North Carolina, Dr. Ralph Baric -Dr. Fauci’s favorite GOF necromancer- ramped up his efforts to genetically manipulate these and other animal viruses to infect humans or to amplify their virulence. (pg. 126)
Autism Librarian study notes– the current Secretary of HHS’s tone toward gain-of-function research, as utilized for covert bioweapons research, a tone maintained throughout the book thus far, is of abhorrence. The implications from his above statements are, then, that the USA government has utilized disease outbreaks in other countries to justify its bioweapons research, which to begin with are violations of the basic premises of the Geneva Protocol and BWC via his criticism of the language inserted into the Patriot Act.
Research question: how would a Secretary of HHS address such internal USA violations and simultaneously address other countries’ similarly conducting such research for “defense” purposes, yet such countries seemingly place each other in a bioweapons stalemate via violations of such international treaties? Is bioweapons research for “defense” purposes just another Cold War?

In 2014, a trifecta of biosecurity breaches at three national labs brought Dr. Fauci’s GOF divinations more unwarranted attention: In March, a CDC official accidentally shipped vials containing a live lethal strain of H5N1 bird flu from the CDC to USDA lab in Atlanta. Agriculture Department workers only realized the gaffe when a flock of chickens unexpectedly bought the farm. Then, on June 5, a serious accident at CDC’s Georgia lab exposed some seventy-five CDC personnel to live-anthrax. Only a month later, the FDA lab techs stumbled upon sixteen mislabeled vials containing sixty-five-year-old smallpox culture in a leaking box in an unsecured cold closet at a joint FDA/NIH laboratory in Maryland. (pg. 127)

This event, Dr. Fauci’s subsequent firing of members of the NSABB questioning the NIAID funding of gain-of-function research, 2014 President Obama’s moratorium on such research, 18 cease-and-desist letters sent to NIH researchers by the White House Office of Science and Technology, and later President Obama’s provision of exemption for NIH Director Francis Collins and Anthony Fauci to conduct such research for “protect”-ion and “national security” purposes, and the lifting of the moratorium one year into the first Trump administration in December 2017 -collectively, the current Secretary of HHS appears to highlight that government health agency representatives are willing to override Presidential orders to accomplish their objectives.
While the moratorium was a direct order by President Obama, Collins and Fauci lifted it without permission, announcement, explanation, or public debate. (pg. 136)
Autism Librarian study notes– what are the current Secretary of HHS implications, then, for American governance and the position of the President of the USA, as well as the authority-structure of the USA government, if health agency officials such as Collins and Fauci can conduct such acts?
