In 2015, only two years after Chinese scientists used funding from NIAID and techniques they learned from Ralph Baric to triumphantly facilitate a deadly chimeric bird flu, Chinese military scientists from the People’s Liberation Army (PLA) and senior Chinese public health officials published a 261-page Chinese-language military manual. … The book described Chinese success at artificially manipulating animal coronaviruses to infect humans as the herald of a promising “new era of genetic weapons.” (pg. 193)

Autism Librarian study notes- reference to Chapter 16, where Stanford professor Steven Block, member of CIA’s JASON, discussed ethnic-specificity of bioweapons engineering in 1988.

Research question: provided the military manual published by China in 2015, as well as Steven Block’s statements, both of which describe genetic/ethnic-specific bioweapons, are there also implications for vaccines regarding genetic/ethnic-specific effects?

Research question: can vaccines have ethnic-specific effects? Can Non-Clinical Toxicology safety studies be designed to evaluate ethnic-specificity? What are the research implications of ethnic-specificity of vaccines for single, multiple, and cumulative doses of vaccines as concerns genotoxicity/carcinogenicity?

Reference to MMR vaccine- CDC data that MMR vaccine affected African American boys at a larger rate implicated. This finding was referenced by the current Secretary of HHS in a 2023 publication [2], and in 2014 by CDC scientist William Thompson: “I regret that my coauthors and I omitted statistically significant information in our 2004 article published in the journal Pediatrics. The omitted data suggested that African American males who received the MMR vaccine before age 36 months were at increased risk for autism. Decisions were made regarding which findings to report after the data were collected, and I believe that the final study protocol was not followed.” [3].

Research question: per concerns raised by the current Secretary of HHS regarding the U.S. funding of biological weapons research in Wuhan [1], what collaboration can the citizens of the USA expect occur between Robert F. Kennedy Jr. and the U.S. Department of State regarding the passing of the Patriot Act to continue bioweapons research under the pretense of gain-of-function research or vaccine research?

Research question: per concerns raised by the current Secretary of HHS regarding the U.S. funding of biological weapons research in Wuhan [1], what collaboration can the citizens of the USA expect occur between Robert F. Kennedy Jr. and the U.S. Department of State regarding government health agencies funding of research that has been directly treated by US government-funded researchers -such as Ralph Baric- as having biological weapons potential, and what are the implications for gain-of-function research that during the current Trump administration only earned a 120 day pause [5]?

Research question: per concerns raised by the current Secretary of HHS regarding the U.S. funding of biological weapons research in Wuhan [1], what collaboration can the citizens of the USA expect occur between Robert F. Kennedy Jr. and the U.S. Department of State concerning their 2025 report that does not mention The Wuhan Institute of Virology or the 2015 military manual published by China regarding a “new era of genetic weapons.”

Research question: why does the 2025 U.S. Department of State report state China “previously” engaged in activities with biological weapons activities and they “do not have sufficient information”? Per concerns raised by the current Secretary of HHS regarding the U.S. funding of biological weapons research in Wuhan [1], are the citizens of the USA to understand that because U.S.-government funds biological weapons research in Wuhan, the U.S. Department of State “does not have sufficient information” regarding China’s biological weapons?

Per documents released in June 2026 regarding the U.S.-government funding of biological weapons labs in Ukraine [6], what are the implications for the authority-structure of the government for the citizens of the USA, if the U.S. Department of State, in their 2025 publication does not address U.S-government funding of bioweapons research in Ukraine [4], nor addresses Ukraine altogether as a country in their assessment of international adherence to the BWC?

What are the implications for the authority-structure of the government for the citizens of the USA, if the U.S.-government funds bioweapons research/development in other countries, yet simultaneously the U.S. Department of State conducts a review of international adherence to the BWC?
